Also at the session, the Swiss Porini Foundation introduced the pilot project it is running in Switzerland with partners IUCN and Huawei. The Porini Foundation has developed a forest carbon sequestration application based on cloud computing, blockchain, and high-precision satellite imagery to boost the transparency and traceability of forest carbon sink transactions and ensure the sustainable management and utilization of forest resources.

The session concluded with a panel discussion covering how digital technology can enable green transformation in Europe, with TECH4ALL partners, academics, and representatives from industry organizations exploring the technological and strategic roadmap for achieving this aim.

Conference attendees could also visit the TECH4ALL exhibition booth onsite to learn more about other TECH4ALL digital inclusion projects running in Europe. These include a world-first project of its type in Norway, which was deployed over 2021 and 2022 to save the nation’s endangered wild Atlantic salmon from extinction. South Sudan’s road out of hunger

A thick sweat forms lines on Magret Achi’s face as she moves about her small shop made of iron sheeting in the village of Kormus, in South Sudan’s southeast Torit County.

 

Customers gather round, waiting to buy the basic, but necessary, commodities stocked inside. It’s difficult to imagine that not long ago the shelves were almost bare and customers rare.

 

“My shop was on the verge of collapse,” says the 40-year-old mother of eight. “I could not bring new stock in time because the road was bad.”

 

South Sudan is the world’s youngest country. It’s also among the least developed, with only a budding road network throughout. There are 20,000 kilometres of roads in the country, but only 400 are paved.

During the rainy season, the majority of the roads, especially in rural areas, are completely inaccessible. According to the World Bank, more than three-quarters of the country’s population lives outside urban centres, and the lack of roads poses significant challenges.

 

With no roads out of or around towns, children struggle to get to school and women are at higher risk of dying during childbirth. If there’s an emergency, it is more difficult for people to flee and for help to arrive.

 

In places like Kormus, it also means food cannot get in and out of the villages in the quantities needed for the local population, reducing peoples’ access to adequate food and livelihood options.

But new opportunities are opening up, with the recent completion of a 48 km road running through the village. Constructed by the World Food Programme (WFP), with financial support from the Netherlands, it is part of a broader WFP infrastructure initiative that supports communities in building or repairing roads, dykes and bridges across the country.

 

“In a country where isolation and access are a challenge, constructing roads is one way of changing lives,” says Adeyinka Badejo WFP’s Acting Country Director in South Sudan. “By constructing roads, we are fighting food insecurity, restoring livelihoods and promoting socio-economic development.”

 

New connections

In Kormus, shop owner Magret has seen a 50 percent boost in revenue, thanks to more goods now being trucked in to stock her shelves—and more customers from nearby villages and farms coming to buy them.

 

The road has also connected more than 5,000 smallholder farmers to the state’s main market in the southeastern town of Torit and beyond, giving them an incentive to increase their output and sell their surplus.

 

“I have been cultivating a small portion of my big land just to provide food for my family,” says one Kormus-area grower, Peter Okuye. “But now I will produce more, because I can sell it in the market in Torit and even Juba,” the country’s capital.

WFP has been expanding road construction in communities with the potential to produce their own food and sell their surplus, if current infrastructure obstacles are addressed. In Western Bahr el Ghazal state, in the country’s northwest, local communities are helping to construct a small network of roads, funded by the European Union.

 

Participants receive tools, training, food assistance and a daily allowance as they work on the projects.

 

“I’m very excited about it, we finally have an opportunity to construct roads and connect the villages,” says Santo Mawien, a local youth representative who participates in the roadworks. “I’m sure this project will change the life of the community and the people working on it.”

These construction projects are providing more than just immediate opportunities to earn a living. Indeed, as the Western Bahr el Ghazal roadworks near completion, the community is planning for the future.

 

“With the money I will get from this project, I will open a small restaurant in the market,” says 35-year-old Achalla Uguak, a farmer and mother of five. “If the restaurant works well, I will send my children to study at Wau (a nearby urban centre) where the education is better, and I will improve my house.”

Rights experts calls for urgent action to implement South Sudan peace deal

Progress on the 2018 peace agreement for South Sudan has been “extremely slow”, UN human rights experts said on Wednesday, calling for urgent action to save lives.

 

The appeal by the members of the UN Commission on Human Rights in South Sudan follows a visit to Ethiopia where they urged African countries, and other stakeholders, to renew support for the deal’s implementation.

They said the conflict in South Sudan has become increasingly complex but the level of suffering for millions of civilians remains intolerable.

 

Time and lives lost

The Commission was in Addis Ababa from 12 to 18 October for meetings with the Africa Union (AU) and the Inter-Governmental Authority on Development (IGAD), as well as the diplomatic corps, the UN, civil society, and others.

 

“Every new extension of the timelines for implementation of the peace agreement, and indeed every passing day of inaction, means not just time lost, but lives lost,” Commissioner Barney Afako warned during the visit.

 

South Sudan’s President Salva Kiir and his former Vice-President Riek Machar signed the Revitalized Peace Agreement in September 2018 in a bid to end bitter fighting that has plagued the young nation.

 

However, the Commission statement noted that “progress has been extremely slow” in implementing the deal.

 

Deadlines and disputes

The accord provides for a Hybrid Court, a Commission for Truth, Reconciliation and Healing (CTRH) and a reparations process which should have been established more than two years ago.

 

Furthermore, core aspects of the agreement, including the unification of security forces, have been hampered by persistent dispute over the allocation of ratios of representation and resources.

 

The parties have also consistently failed to meet deadlines set for critical reforms, and the establishment of the transitional justice bodies, without any credible justification.

 

“South Sudan’s peace process cannot implement itself; the people of South Sudan whose lives depend on it, want to see more energy expended on breathing life into this document,” said Yasmin Sooka, the Commission Chair.

 

Call for action

She stressed that the African Union must take the next steps necessary to establish the Hybrid Court and support the Truth Commission and the other processes.

 

“At present South Sudan is a haven for those who commit the most atrocious violence,” said Ms. Sooka.

 

“As a result, nearly nine million South Sudanese still need humanitarian assistance to survive. That’s a staggering three quarters of the population. People are being killed, maimed, raped and made homeless and we know from other countries that a credible truth and justice process is the only way to stop this.”

 

During their meetings, the UN Commissioners emphasised that the South Sudanese people are deeply disappointed with “the disjointed and piecemeal progress” on key provisions of the accord.

 

Results are needed

Critical areas that need to be completed include national consultations towards the establishment of the truth commission, and a path that leads to a permanent Constitution.

 

“Those we met, understood that the Government of South Sudan should clearly articulate what it can realistically achieve over the period of the extension of the peace agreement,” said Commissioner Andrew Clapham.

 

“We must avoid a situation where we return to the drawing board in two years with no meaningful results to show the people of South Sudan.”

The UN Commission on Human Rights in South Sudan was appointed by the UN Human Rights Council in Geneva.

 

The independent body was first established in March 2016, and its mandate has since been renewed each year.

Pres Ramaphosa reiterates South Africa’s support for Western Sahara’s independence

PRETORIA, President Cyril Ramaphosa has reaffirmed South Africa’s support for the Sahrawi Arab Democratic Republic, commonly referred to as Western Sahara, which has endured a long territorial dispute between Morocco and its indigenous Sahrawi people.

 

“Morocco’s illegal occupation of Western Sahara remains a matter of concern to both Africa and the international community,” the President told media on Tuesday.

 

This year marks the 46th anniversary of the illegal occupation of Western Sahara by Morocco.

 

Ramaphosa believes that the international community should be pressured so that the long-delayed referendum on the self-determination of the people of Western Sahara is held.

 

According to France24, Morocco controls 80% of the vast desert region, rich in phosphates and with a long Atlantic coast abutting rich fishing waters.

 

“Until the people of Western Sahara are able to exercise their right to self-determination, the decolonisation of Africa will be incomplete,” said Ramaphosa, who hosted his Western Sahara counterpart, President Brahim Ghali, at the Union Buildings in Pretoria.

 

The State Visit was aimed at strengthening the already existing good political relations fortified by the strong historical ties dating back from the years of the struggle against colonialism and apartheid.

 

“As a country whose freedom was attained with the assistance of international support and solidarity, South Africa stands with the Sahrawi people in their struggle against illegal occupation.”

 

He told media that the country will continue to maintain strong bilateral relations with the Western Sahara, which South Africa formally recognised on Sept 15, 2004.

 

“South Africa has continued to reiterate its principled position in support of the peace efforts of the African Union and the United Nations on the protracted Western Sahara conflict.”

 

He also recalled that on March 26, 2019, South Africa hosted the Southern African Development Community (SADC) Solidarity Conference with Western Sahara.

 

“The conference reflected on the Southern African countries’ support by friends in the international community, [for] a just, acceptable and lasting solution to the situation.”

 

The State Visit, according to the President, should send a strong signal that South Africa will continue to strive for the self-determination of the Sahrawi people and that the country’s position remains unchanged and resolute.

 

The President said the visit has helped strengthen and consolidate the fraternal relations between the two countries.

 

“It has provided an opportunity to exchange views on recent developments related to the question of Western Sahara.”

 

He said the country will continue to mobilise regional, continental and international support towards a sustainable resolution to the Western Sahara conflict, in line with the provisions of the 1991 Ceasefire Agreement.

 

“We reiterate the need to return to direct dialogue between the Kingdom of Morocco and the Polisario Front without preconditions,” he stressed, adding that South Africa will continue to advocate for the active participation of African countries in the resolution of the issue of Western Sahara.

 

“We call on the Sahrawi Arab Democratic Republic and the Kingdom of Morocco – as the Member States of the African Union – to prepare conditions for a new ceasefire and a just and durable solution to the conflict.”

 

Africa, according to the President, must remain true to the Constitutive Act of the African Union (UN).

 

“As the international community, we must affirm the principles of the United Nations Charter, uphold international law and implement the resolutions of the UN Security Council.”

CAPE TOWN, With South Africa witnessing a rapid growth in private sector investments in the form of Independent Power Projects, the continent must ensure that it becomes an active participant in these projects, says Minister of Mineral Resources and Energy Gwede Mantashe.

 

“We note that a similar trend is emerging on the rest of the continent. However, we must ensure that Africans become active participants in these projects. We cannot sit idle and allow these projects to be wholly owned and dominated by foreign nationals,” he said.

 

Addressing the 2022 Africa Energy Week conference, Mantashe called on African leaders to deliver universal access to electricity, as it is critical for economies.

 

“An economy with no energy, in particular electricity, cannot serve the interests of any nation, and thus, is only destined to collapse. There can be no Africa we want without a stable economy that is based on inclusive growth, sustainable development and with universal access to energy.

 

“Africans are suffering from energy poverty, and this has been the case for too long that we tend to forget that energy poverty is an anomaly. We must turn this abnormality around; Africa must no longer wait,” Mantashe said on Tuesday in Cape Town.

 

He emphasised that Africa’s growth and prosperity depends on solving the energy poverty that has engulfed the continent and thus ensure security of energy supply to its people.

 

Recent statistics show that about 600 million Africans, 43% of the population, do not have access to electricity.

 

“Our indictment as leaders on this continent is to create a new energy normalcy, let us have a “New Deal on Energy in Africa”. A new deal that is people cantered and guarantees continental economic growth, development, and industrialisation,” the Minister said.

 

He said while the world turns its focus to reconfiguring energy systems to be supported by clean energy systems, Africans are still grappling with achieving universal access to energy.

 

“Despite impressive economic growth, many African countries have seen uneven progress on health, education, and energy access.

 

“As domestic resources become more critical to financing these needs, new natural resource discoveries – oil, minerals of the future, and gas – offer a new source of revenue for advancing human development and supporting countries on the path to self-sufficiency,” the Minister said.

 

Mantashe said Africa is blessed not only with fossil fuels-based natural resources but is rich in renewable primary energy resources too but poor in energy supply and access.

 

“Our continent, Africa, has potential for 11 terawatts of solar energy, 350 gigawatts of hydropower, 110 gigawatts of wind power, and an additional 15 gigawatts of geothermal potential. Yet, the continent generates far less electricity for her people who continue to be trapped in energy poverty. This is unjustifiable and can no longer continue.

 

“As African leaders, we must marshal these resources to deliver on a promise of universal access to energy on this continent and a promise of a prosperous Africa,” he said.

 

In June this year, the International Energy Agency published the Africa Energy Outlook report, which projects an increase in energy demand for Africa.

 

Notably, the report acknowledges gas as critical primary energy source for South Africa to meet this demand while on the just transition journey.

 

“The report further projects Africa’s domestic demand for oil and gas to account for around two thirds of the continent’s production between now and 2030. Undoubtedly, this puts pressure on the continent’s energy leadership to develop well-functioning infrastructure to support Africa trading with itself.

 

“In advancing our commitment to intra-Africa trade, we have entered into Memorandums of Understanding (MoUs) with several countries on this continent, mostly on the minerals and energy sectors. These must not gather dust in our offices but must be implemented rigorously so that they serve their desired purpose in our continent,” the Minister said.

AAR expands partnership with flydubai, signing multi-year Boeing 737 MAX flight-hour component support contract
