Zondoma/Local Governance and Accountability: The Municipality of Gourcy Reviews Its Activities


Zondoma: The municipality of Gourcy held the first session of the municipal consultation framework this Wednesday, October 29, 2025. The review of activities in 2024 and the role of stakeholders were the subject of discussions chaired by the President of the special delegation, Bosso Toe Kaba Tere.



According to Burkina Information Agency, members of the special delegation, representatives of technical and decentralized services, civil society organizations, customary and religious leaders, as well as representatives of the Village Development Councils (CVD) of the forty villages of the commune, took part in the consultation framework held at the town hall of Gourcy.



Bosso Toe Kaba Tere, President of the Special Delegation of the Gourcy municipality, stated that the session, themed “Governance of Local Authorities: The Place and Role of Stakeholders,” aimed primarily to present a review of 2024 activities and gather suggestions and expectations from stakeholders for the successful implementation of the Special Delegation’s work. “We are here to engage in dialogue, exchange ideas, and collaborate,” he emphasized, inviting participants to actively engage in the proceedings.



He further noted that “it is by joining forces that we can build a prosperous and harmonious future for our community.” The report presented highlighted achievements in areas such as education, health, the environment, water and sanitation, youth, infrastructure, and protection.



This assessment incorporated the contributions of the Sahel Community Recovery and Stabilization Project (PCRSS) and the NGO TREE AID through its Tong Tenga project. However, it was noted that these activities mask a low tax revenue collection rate, estimated at only 28.74%.



In response to this challenge, the head of the municipality urged the population to demonstrate exemplary civic responsibility regarding taxes and citizen participation to facilitate the realization of planned activities, such as the construction of a modern market and the securing of school and health facilities.



While commending the efforts of the special delegation, the participants, aware of their crucial roles in the decentralization process, pledged to contribute to the development of their communities. This accountability activity, mandated by the founding texts of decentralization, was carried out with the support of TREE AID.
