Burkina Faso Government Establishes Priority Clause to Ensure Public Service Commitment


Ouagadougou: The government of Burkina Faso has adopted a decree mandating a priority clause requiring every Burkinabe citizen to be readily available to serve the State when called upon. This directive applies to both public agents and citizens who have benefited from state-funded training programs.



According to Burkina Information Agency, the priority clause obligates citizens to remain at the State’s disposal, whether they are currently public agents, State trainees, or individuals without public agent status. The decree outlines a compulsory service period following state-funded training and includes provisions for reimbursement if the clause is violated by any public official, trainee, or citizen.



The decree aims to curb the loss of skills that have been developed through state-financed training at a time when the government is heavily investing in advanced training programs. By adopting this decree, the Public Administration is expected to benefit from having a pool of qualified, available, and stable human resources to fulfill its objectives effectively.
