Kirinyaga Calls for Consensus on Coffee Reforms and DSS Rollout


Kirinyaga: The County Government of Kirinyaga has called for dialogue and the involvement of coffee farmers and cooperative societies in the implementation of the ongoing reforms in the sector. Speaking during Ushirika Day celebrations at Kirinyaga University, Deputy Governor David Githanda emphasized the need for all stakeholders to engage in discussions concerning the Direct Settlement System (DSS) for payouts and the delegates system.



According to Kenya News Agency, farmers have expressed dissatisfaction with the DSS and the delegates system, arguing that these changes could negatively impact cooperative societies and disadvantage small-scale producers. Githanda urged for dialogue to safeguard the interests of farmers, stressing the importance of involving all stakeholders and engaging cooperators in meaningful discussions due to differing opinions on the matter.



The proposed bill, which suggests farmers receive their pay through mobile systems, also recommends that only delegates attend Annual General Meetings (AGM) instead of the current system where all farmers participate. Githanda praised the significant role cooperatives play in driving economic growth and improving livelihoods in the county, asserting the county government’s support for their contribution to grassroots economic transformation.



The Deputy Governor expressed optimism regarding the Cooperative Bill 2024 under review in the Senate, hoping it will clarify roles, enhance collaboration, and improve county support for cooperatives. He further emphasized the need for integrity and accountability in cooperative leadership to protect members’ investments and reiterated the county government’s dedication to strengthening cooperative governance to ensure transparency and compliance.
