The house will hear the report of the premier on its 11th regular meeting tomorrow.
The Prime Minister is expected to respond to questions raised from members of the parliament on various national issues.

A High-Level Public-Private Dialogue on private sector investment in electricity and infrastructure development in Africa will take place next week in Addis Ababa.
The high level meeting, organized by the Economic Commission for Africa (ECA) in collaboration with RES4Africa Foundation will be held from 28- 30 March 2023, in Addis Ababa.
The High-Level Public-Private Dialogue will gather private and public stakeholders supporting the development of Africa’s infrastructure and engage in policy dialogue on what is needed to advance Africa’s electricity sector reform agenda and ensure adequate investments flows towards this sector, according to ECA.
The Dialogue will be the opportunity to discuss the main findings from the UNECA and RES4Africa supported national electricity market regulatory reviews.
It is also expected to trigger forward-looking conversation about how policy and regulatory environments can ensure adequate openness, attractiveness and readiness of African electricity markets to crowd-in private investments and deliver on Agenda 2063 and SDG-7 targets.
RES4Africa (Renewable Energy Solutions for Africa) is a Foundation that works in support of Africa’s just energy transition in order to achieve the SDG7, ensuring access to affordable, reliable, sustainable and modern energy for all.
It functions as a bridge between Europe and Africa: gathering a network of members from all over the clean energy sector from both continents and high-level international partnerships.

Italy is ready to assist rehabilitation efforts of conflict-affected areas of Ethiopia, Ambassador Agostino Palese told ENA.
The ambassador noted that the Ethiopian government has a very difficult task and Italy is willing to assist the peace process.
It is to be recalled that the federal government and TPLF agreed on 2 November 2022 to permanently silence the guns and end the two years of conflict in northern Ethiopia.
Since then, the federal government has been taking various measures, including restoring basic services and delivery of humanitarian assistance to the region.
Ambassador Palese said we have to stay on track and need to see the final target, and come to an end to the problem.
In this respect, Italy is ready to assist rehabilitation efforts through “our cooperation agreement. We will try to intervene all over the country through various programs.”
According to the ambassador, Ethiopian and Italian authorities had discussions to learn about the approach of Ethiopian authorities and to work together towards improving humanitarian situations in the country.
“I think that many things are done. But we have to continue on the framework of dialogue. This is the only way to go forward. And I think the government has many challenges. The next step would be to have inclusive dialogue throughout Ethiopia and to solve the problem with political dialogue. Political inclusiveness is the only way to go forward. I don’t see other options.”
Stating the importance of assistance and collaboration in the Horn, the ambassador noted that Italy is working on the forefront in the Horn of Africa within United Nations to have additional funds for Africa.
“We always push with the international organizations to help Ethiopia in this difficult moment, especially in the humanitarian sector, and now in rehabilitation of the infrastructure,” Ambassador Palese stated.

World Bank Vice President for Eastern and Southern Africa has reaffirmed the Bank’s strong commitment to support the development endeavors of the Government of Ethiopia.
Victoria Kwakwa, the vice president who is in Ethiopia for an official working visit, told the media today that the World Bank has played a vital role in assisting the Ethiopian government in various sectors, including health, education, and infrastructure development.
Noting the strong partnership for decades between Ethiopia and World Bank, she stated that WB has been supporting the agenda of recovery and inclusive economic growth with sustainable peace dividends.
“I want to keep reiterating our strong commitment to our partnership with Ethiopia,” Kwakwa reiterated.
Given the conflict and insecurity situation in the northern part of the country, a lot of the resources that we have couldn’t be implemented, the vice president noted, adding that with “peace returning now, we can start implementation; and that in itself is going to contribute to the rebuilding and the recovery.”
Moreover, she pointed out that there are new operations which the World Bank will be discussing with the government and implement.
“I think the plan is really to use what exists and to implement it effectively to support, and then to bring new operations including infrastructure to help rebuild so that basic services can be provided to continue to stimulate growth,” Kwakwa elaborated.
She finally stated that the World Bank will continue supporting the economic reform program to succeed.

The recent book of Prime Minister Abiy Ahmed, “Generation Medemer,” will drive a lot of Pan-Africanism and instill confidence in not only Ethiopia but also Africa, Indian businessmen told ENA.
The English version of the book was introduced to the international community residing in Addis Ababa on Thursday.
One the Indian business persons approached by ENA during the launching, Ethiopian Steel PLC General Manager Bhavesh Chandaria said the premier’s book emphasizes a homegrown Ethiopian and African wisdom.
“I see this book driving a lot of Pan-Africanism confidence. Basically, what we need is first conviction and confidence within ourselves. Look, Africa doesn’t need to read outside books. We need to create content here since we have enough wisdom.”
According to Chandaria, who claims to have lived in many African countries and developed a Pan-Africanism spirit, the book will instill confidence not only in Ethiopia but Africa. It leads to the African mind set and will proliferate beyond that.
“So what Africa needs a bit from my experience of so many countries is a homegrown African wisdom,” he stressed.
Beyond this, the business person pointed out that the prime minister in his book attempts to bring together the Ethiopian generation through his accommodationist view.
Mohan Group of Companies CEO, Harsh Kothari said the book is deliberation on how Ethiopia is positioned globally.
“This is a deliberation on how Ethiopia is positioned in Africa, in the Middle East, and globally in general; and how the coming generation needs to work, needs to think and needs to unify in order to strengthen Ethiopian position globally. And it also emphasizes how each one of us have to do our own bit.”
Apart from his previous books, this newest book of the prime minister takes a different stage at a more advanced age which is talking about the millennial generation to put Ethiopia in a position at a global stage, he added.
At the same time, Kothari noted that the book also puts a lot of emphasis on how Ethiopia could become a powerhouse in the world, which is a paradigm shift.
“It’s setting a tone for the future, and for Ethiopia to be a superpower. And it’s a very visionary text, which the coming generations understand, read and have an opinion, have a perspective and work on.”
According to Kaushal Sheth of Indian Business Forum Ethiopia, Prime Minister Abiy has taken the initiative to write this book which aims at showing a generational description and enabling the current generation to learn a lot.
“First of all, Ethiopia is a country which boasts of history dating back to 3,000 years or probably even 5,000 years. So, Ethiopia is a country which has a lot of history and tradition. And I’m sure that the current generation as well will pick up a lot of things from the past.”
Sheth added that the book gives a road map on how the Ethiopian current generation learns from mistakes and tries to improvise on their future.
“Generation Medemer” is a wonderful initiative by the prime minister, he stated, stressing the need to spread the word the proceeds of which is also going to a very noble cause.
“So it becomes our moral responsibility to promote the book, spread the word and ensure that more and more people get involved with the reading of the book. First of all, Medemer is a wonderful thought; and also because the proceeds also go for a noble cause that becomes our double duty to promote.”
Most certainly, the Medemer thought can be applicable globally beyond Ethiopia and Africa due to its inclusiveness, Sheth underscored.
Deputy Convener of Indian Business Forum, Rajeev Kumar Sharma also believes that Medemer’s principles are universal and will not serve only Ethiopia.
The book can play a big role and it can give guidance to other regional people like the African community, he added.

Lilongwe, Malawi, 20- 24 February 2023 — In Chichewa, one of the indigenous languages of Malawi, there is an old saying: “Kali kokha nkanyama; ali awiri ndi anthu”. Translated to “No man is an island,” it stems from the African indigenous philosophy of uMunthu and reflects the notion that no single person exists as an isolated individual, but rather as a member of their broader community.
The values of ethics, integrity, altruism and empathy that reinforce uMunthu are also those key values that inspire and shape the United Nations Office on Drugs and Crime (UNODC)’s work around primary education. Through its methodology to build a culture of rejection of corruption amongst young people around the world, UNODC’s Global Resource for Anti-Corruption Education and Youth Empowerment initiative, or GRACE, works directly at the intersection between Sustainable Development Goal (SDG) 4 (quality education) and SDG16 (building peace, justice and strong institutions), to foster the 2030 Agenda for Sustainable Development.
UNODC strongly believes in the progressive change that indigenous philosophies like uMunthu can bring when correctly integrated into formal education systems, while at the same time fostering Pan-Africanism and corruption-free societies.

By embodying uMunthu values, attitudes and behaviours, the belief is that together it is possible to build just communities where corruption is ultimately rejected.
Ahead of the finalization of this important tool for teachers and the start of trainings in the country, representatives from the partner institutions and the two UN entities held discussions across Malawi. During the dialogues, the perspectives of students, teachers, parents, traditional and religious leaders and civil society were collected on the best way to approach this task and ensure the content is both context-specific and age-appropriate.

“We are going to change Malawi. With this, we have an aim to achieve!” said one enthusiastic teacher who was consulted at Henry Henderson Primary School in Blantyre after reading the first unit of the sourcebook.
Currently, all the feedback gathered is being aggregated and will be included in the final sourcebook, which will be used as the foundation to develop a teaching methodology and start training teachers across the country.
Behavioural change is a long-term process, but youth deserve an opportunity to design better futures. As Ms. Nkhoma commented, “While we know corruption is a difficult and cross-sectional problem, we need to start somewhere.”

Having the International Financial Reporting Standards (IFRS) compliant financial statement would be beneficial to participate in the capital market, according to the Ethiopian Capital Market Authority (ECMA).
IFRS bring transparency by enhancing the international comparability and quality of financial information, enabling investors and other market participants to make informed economic decisions.
Accurate financial documentation is also necessary to measure important metrics, including debt-to-asset ratios, which investors use to evaluate how effectively companies pay down debt and generate revenue.
ECMA Director-General Brook Taye told ENA that the most important element IFRS compliant are not necessarily for anybody but for the company itself because it would let you know and understand the true value of your company.
“IFRS bring its new ways of understanding the value, measuring the value of a company.” So, the first beneficiary of IFRS is the company itself.
The director-general elaborated that by adopting IFRS private companies would ultimately know the true value of their company. And knowing the true value of a company as an owner is very beneficial as you know where you stand.
Also, IFRS are crucial for financial statements to be consistent, reliable, and comparable between every business in any country.
“IFRS’s main purpose and benefit are for the companies themselves. That is the primary benefit and it would allow for example if they want to participate and list in the capital market. Then having the IFRS compliant financial statement would be beneficial because you would know the true extent of the companies’ performance.”
For investors, he affirmed the standards give some confidence that the company has been properly recording its performance, paying its taxes, and the asset valuation of many properties that company have.
In general, the IFRS is important for the overall economy, Brook noted.
The process of realizing a capital market in Ethiopia is well underway in order to ensure the existence of a functioning market soon, it was learned.
The capital market is a financial system that allows private and public institutions to buy and sell equity and debt instruments companies to raise long-term funds through the sale of securities such as stocks and bonds.

The immense fishery potential in the eastern Africa region is an alternative opportunity to build resilience against recurring drought and food insecurity, according to IGAD Senior Blue Economy and Fisheries Expert.
ECOFISH, inland and marine coastal fisheries resources of the Eastern and Southern Africa Indian Ocean region, is deliberating on ways to unleash the development potential of fisheries.
In his opening remark, IGAD Senior Blue Economy and Fisheries Expert Wassie Anteneh said that Africa has diverse fish resources with immense potential and opportunities for contributing significantly to the socio-economic growth.
The fisheries sector in IGAD member countries have been recognized as one of the important growth sector, he added.
“Fishery sector can contribute to accelerate economic growth and development, income generation, nutrition, employment and export earnings and overall food security,” Wassie noted.
The region is severely affected by recurring drought and chronic food insecurity problems, the senior expert said and underscored “thus, the huge fish resources in the Red Sea, Indian Ocean, in the great lakes such as Victoria and Turkana as well as in the big trans-boundary rivers with high fisheries potentials are opportunity to diversify livelihoods and increase community resilience.”
According to him, knowledge based utilization and management of the huge potential of fisheries in the cross border areas including sustainable of food safety standards is of paramount importance.
The inland and marine coastal fisheries resources of the Eastern Africa, Southern Africa and Indian Ocean region represent a natural wealth of about 50 billion Euros.

The African Continental Free Trade Area Agreement (AFCFTA) will give space to lift Africa out of poverty and improve the fundamentals for investment, ECA Acting Executive Secretary Antonio Pedro told ENA.
According to him, the recent 55th Session of the Economic Commission for Africa Conference of African Ministers of Finance, Planning and Economic Development (CoM2023) provides opportunity to engage on important issues on Africa, identify issues of growth that contribute to development and economic transformation, while addressing the problem of inequality and vulnerability of countries.
These working sessions with our ministers aimed to identify what are the major issues such as the reform of the architecture system and the international finance system, which is very important to have access to money, he added.
Pedro noted that Africa is at the center of global sustainability transitions, including decarbonization of production systems, electrification of transport infrastructure, accelerated deployment of renewable energy, demographic dynamics and climate action in general.
These transitions should underpin Africa’s path to recovery, ensuring structural transformation and economic diversification, building resilience, and achieving sustainable and inclusive growth.
Furthermore, the acting executive secretary noted that the conference identified the opportunities of the continent and the natural resources, including managers that serve to make the transition to sustainable energy.
“Africa’s problems are not the lack of vision, strategy and plan; but rather it is a problem of plan implementation,” he stressed.
Pedro believes that it is imperative to chart a course of structural development that is equitable and responsive to the needs of the people, with sustainable industrialization and the African Continental Free Trade Area Agreement (AFCFTA) playing a catalytic role to strengthen preparedness for future shocks.
We need to create between 16 and 17 million jobs for the youth because domestication of these strategies is important,’’ he revealed.
“AFCFTA will give us the space we need to improve the fundamentals for investment, for example, because we are now talking about a population of 1.4 billion people. That is the size of countries like China, which with this population has managed to transform the country. It has lifted over 400 million people out of poverty. That’s also our goal.”
The Continental African Free Trade Area is a lever to bridge the gap of inequality and vulnerability while promoting recovery and transformation in Africa, he underlined.
He also pointed out that it will bring the countries’ supply chains closer together and ensure a degree of self-sufficiency for essential products such as medicines, food, and fertilizers.
Moreover, it will also provide us with a unique negotiating tool when we negotiate justice and equity in the use of our natural resources for development.
The acting executive secretary finally said that Africa must take the lead on climate action. “We cannot ignore the fact that we suffer disproportionately in terms of impact and financing, while we have significant opportunities to balance in climate financing.”
